Also on Thursday the Commission issued a one-month ultimatum to Hungary to get it to reverse a higher-education law that, according to Brussels, “runs counter to the right of academic freedom, the right to education and the freedom to conduct business.”

Critics of the law say it is designed to close the Central European University, a Budapest-based American university funded by George Soros, the Hungarian-born billionaire financier. The Hungarian government has claimed Mr Soros poses a “threat to national security” by allegedly wanting to flood Hungary and Europe with migrants, and this month it launched a nationwide anti-immigration poster campaign featuring a picture of the financier.  

Budapest has, however, defended the education law saying that it is intended only to close legal loopholes exploited by some educational establishments.
